Zimbabwe — crypto regulation

Status: partial · Last reviewed 2026-11-05

Zimbabwe is moving away from the 2018 Reserve Bank order that stopped financial institutions from processing crypto transactions. The Finance Act, 2025 (Act No. 7 of 2025) wrote virtual assets and VASPs into the Money Laundering and Proceeds of Crime Act, and added a separate SEC licensing part to the Securities and Exchange Act. SI 99 of 2026, gazetted on 10 June 2026, requires every VASP to register each year with the Reserve Bank's Financial Intelligence Unit. Registrants must be locally incorporated with two resident directors and must apply the FATF travel rule. The FIU stresses that registration is only for AML purposes and is not a business licence. SEC licensing for crypto firms and the RBZ's position on crypto payments are still unclear. Tokenised securities are being built separately through the Victoria Falls offshore financial centre (SIs 62 and 63 of 2026) and an SEC sandbox focused on tokenisation.
