Vietnam — crypto regulation

Status: restricted · Last reviewed 2026-11-05

Vietnam is moving from regulatory ambiguity to a licensed market, but for now trading is effectively restricted: there is no licensed onshore venue and use of unlicensed platforms is fined. The Law on Digital Technology Industry (in force 1 Jan 2026) gives crypto assets statutory recognition as property, not legal tender. A five-year pilot launched in Sep 2025 restricts trading to licensed Vietnamese platforms with VND 10T (~$380M) charter capital and a 49% foreign-ownership cap; five applicants (affiliates of Techcombank, VPBank and LPBank, VIX Securities and Sun Group) cleared the first review in Mar 2026, but no exchange licence had been reported granted as of mid-2026. Decree 284/2026/ND-CP, effective 1 Sep 2026, fines investors up to VND 50M for trading on unlicensed platforms. A 0.1% per-transaction tax applies to crypto transfers.
