Securities Commission (SC) regulates digital assets as prescribed securities under the Capital Markets and Services Act 2007. Revised Guidelines on Recognized Markets (May 2026) speed up product approvals for licensed DAX operators but raise capital, shareholding and custody standards, bring operators into the Financial Markets Ombudsman Service, and allow digital currency ETFs. Regulated DAX trading rose 23% to RM17.14B in 2025. The SC is acting against unregistered exchanges, including curbs on their online advertising with Google from Apr 2026. Bank Negara is piloting tokenised bonds and joined the MAS-led BLOOM stablecoin initiative.
