Ley Fintech (2018) regulates fintech institutions including crypto exchanges. Banxico authorises virtual assets; CNBV supervises platforms. Banxico Circular 4/2019 bars banks and fintech institutions from offering virtual assets to the public. Stablecoins account for 36% of crypto purchases.
