Cambodia — crypto regulation

Cambodia has moved from a blanket bank prohibition to a dual licensing model, though no crypto licences have yet been reported. NBC Prakas B7-024-735 (Dec 2024) lets banks and payment institutions offer crypto services with NBC approval, limiting banks' own dealing to backed assets such as stablecoins and tokenised securities. Prakas 093 (Dec 2025) sets SERC licensing for digital asset service providers, and a joint NBC-SERC statement (Sep 2026) confirms that banks need NBC authorisation and all other providers a SERC licence, with a Law on the Management of Virtual Assets in draft. Cambodia is also a global centre of crypto-enabled scam compounds, and a 2026 anti-scam law imposes up to life imprisonment on their operators.
