Belarus — crypto regulation
Status: legal · Last reviewed 2026-11-05
Legalized crypto broadly in 2017 via Decree No. 8, making it the first country to comprehensively regulate blockchain activities, with the Hi-Tech Park (HTP) as regulatory hub and tax benefits through 2049. Since 2024, individual tax exemptions apply only to domestic HTP-platform trades (foreign/P2P taxed at 13%). Major offshore exchanges (Bybit, OKX, Bitget) blocked Dec 2025. Decree No. 19 (Jan 2026) created a new "cryptobank" category. CBDC (digital ruble) targeted for late 2026.
