Brazil — crypto regulation
Status: legal · Last reviewed 2026-11-05
Law 14,478/2022 is the legal framework, and the Banco Central do Brasil (BCB) is the VASP regulator; the CVM keeps jurisdiction over security tokens. BCB Resolutions 519-521 took effect on 2 Feb 2026. Existing operators had to file for authorisation by 30 Oct 2026 and may keep operating while their applications are reviewed. From 6 Nov 2026, banks and payment institutions may not transact with unauthorised providers. The BCB has also tightened stablecoin flows: Resolution 561 bars stablecoin settlement in regulated eFX cross-border payments, and Resolution 584 imposes a 24-hour hold on transfers above US$10,000 to self-custody wallets and foreign providers from Jan 2027. The Receita Federal's DeCripto reporting regime replaced the 2019 rules in Jul 2026.
